I know, that this works out of the box for Zune-compatible devices, but what about Windows Phone 8? I don't have a micro-SIM yet and there is no way to set up a WiFi hotspot.

As far as I can tell no. You can't just "connect" to the internet without using a sim card or wifi. The zune is broke/not updated for windows 8 yet so yeah.. it's a bummer. I know it's a late answer but it sucks. Microsoft does not think 3 steps ahead about people that don't want to use a data plan or wifi..

Try having Zune software running with you phone synced and plugged in.

It worked for me!
