112, 911 and 08 are mandated as an emergency number by the GSM standard (see page 12 of the linked document). Thus all phones that fulfill the GSM standard will allow calls to 112 even when locked, no matter where you are (e.g. in the US, the 112 call will transparently be mapped to 911). That looks like a typo to me. Instead of the People app, open the Phone app and go to Settings, that's where the call forwarding option is.

No, there isn't. There are no 3rd party apps, either, since the OS blocks any other apps from using the mic while you are in a phone call.

Call is displaying in different color.

Unfortunately you cannot change the way calls are being displayed. The swipe issue you are describing is a known bug for some Lumias. A quick fix should be to turn the screen off and back on before swiping up.
A feature called International assist is responsible for your problem. Turn off the International assist in your phone.
