This happened to me when I didn't have a SIM card in my phone. Turned out it is caused by the time being wrong on the phone, as the phone was not able to get the correct time off the mobile phone network. Had almost same problem. You had a chance to set your Microsoft Account with 3G and just after those steps go to the WiFi settings and chose one. The amount of data it will use in 3G with those steps will be as little as possible. The is no way to use WiFi before all those steps.

I was able to fix this issue by reinstalling the OS through the Windows Devices Recovery Tool. This offered my a newer firmware version for my device, which might have fixed the problem. You could try doing a simple hard reset first.

You cannot change the password from your phone, other than by logging on in Internet Explorer and doing it from there. The Microsoft Account required error comes when you are trying to Update the app to latest version. Apparently there is no way for you to avoid it if you don't intend to associate a Microsoft Account with WP.
