Microsoft will start rolling out Windows 10 Mobile updates to current phones in December. The Lumia 1520 is not yet on the list of devices that will get the update first, but I assume it will follow shortly after as it is quite similar in hardware to the Lumia 930.

Suggestion: Go to back-up and check your last back-up. If your last Back-up time Was showing before deleting text time, then you can. and also check text back-up too.

The SIM PIN screen is currently broken. So far the only fix I've found, is to remove the PIN code altogether. You can bypass the SIM screen by pressing the "back" button when you start up the phone. If you do try to enter the pin code and enter it, the phone will freeze and you will need to reset it to access the phone Again.
I have the same issue. The sim pincode screen is NOT working. It seems to have changed. Instead of Enter there is an OK button and the input is not shown.
By placing the sim card in turned on mode I can pass by the Sim Pincode screen!
The W10M app store is still operating, and the Lumia 1520 runs W10M just fine, so one option would be to upgrade the OS. Resetting your Device is of utmost importance. If its not downgraded(Due to firmware upgrade) get it Formatted by yourself or from company customer care center. Even if They are able to format your Device and reinstall everything but still issue persists then in that case I would highly recommend to Get your hardware fixed by Customer care.
EDIT: It seem the Nokia Software Updater for Retail is not working anymore due to necessary servers being shut down. Try the Windows Devices Recovery Tool again, it has gotten a few updates in the past weeks.
